Just remember, you're dealing with one person, not the DOD contractor. So the opinion is only one persons. And the issue with copying all the employees may not have anything to do with the subject but with the cost. When I retired, a singe email cost about 2.5 cents, if I remember correctly, when you add in all the costs like electricity, IT loaded labor rate, etc. More than that if you start adding in printed copies. If the contractor is very large the costs can add up quickly.
