Just remember, you're dealing with one person, not the DOD contractor. So the opinion is only one persons. And the issue with copying all the employees may not have anything to do with the subject but with the cost. When I retired, a singe email cost about 2.5 cents, if I remember correctly, when you add in all the costs like electricity, IT loaded labor rate, etc. More than that if you start adding in printed copies. If the contractor is very large the costs can add up quickly.

Went in, and was met by The manager, an HR person and the other three managers .
I demanded that the other three leave, since I do not report to them and it is an HR matter involving personal issue (s). They left.
I sat through about 10 minutes of BS from the manager about him not wanting to have the 9/11 issue brought up all the time and the time it wastes of the other employees. Then the HR person chastising me about my colorful language in my email.
Then I was presented with a writeup for insubordination (again my colorful language in the email), no mention made about the original email commemorating 9/11 that I sent.
My response:
A letter from my employer, advising them of the breach of contract (prohibiting me from performing my contracted tasks), 15 days to correct or a stop work order will be issued and the government customer advised. That shuts down the field office. Also a reminder to them that I am assigned to the site and do not work for them.
A copy of their Corporate email, which requires local security staff (me) to have a 9/11 informative program in place.
Department of Defense Requlation requiring the Security Education program.
And a notice from my attorney advising them that any Personnel issues involving me will be forwarded to him for review.
And because I am a sensitive guy, I left their writeup on the table looked the manager straight in the eye and told him to kiss my a** and walked out.
All in all quite satisfactory (to me)
