While they aren't always a bargain (shop wisely), big bulk stores like BJs or Costco don't look at how many people are pushing the cart if at least one of them has a card. My buddy has a card gratis from his workplace and a small bunch of us will make a Saturday morning run about every other month.
Real Army/Navy stores are a favorite of mine. You have to get out of the big cities where they have become yuppie havens and charge top dollar though.
Scratch and Dent stores and real outlet stores are great too. Not the ubiquitous Dollar Stores. That's all mostly crap, though occasionally they are good for throw-away type stuff (tupperware, tumblers, zip knives, that sort of thing.)
And flea markets. Brimfield is the nuts!
I don't live to be frugal. There are some things I pay top dollar for. A good truck with decent gas mileage. Truck repairs and service. Shoes that fit well and last a long while. A good snowblower for winter and a yard tractor for summer. Not much else beyond that.
