It's an Anhinga. They swim with just their head above water. When they come out of the water they sit with their wings spread in order to dry out.

Batch - you pretty much got it. This was at Blue Springs in Orange City. The springs dump into (about 1,000,000 gallons a day) the St. Johns River.
