Thanks Bleuxdog...it is kinda what I thought would work best short of alot more effort on my part.
Keep in mind the problem may be extremely complicated, though the "Fix" is often simple...

Your neighbors probably won't know they're missing. I wouldn't worry about adult chickens and cats too much, especially if you get a rooster! My chickens don't tolerate the cats at all. They run them off. Bobcats a different story!

Also someone mentioned shooting cats and throwing them in the trash. DO NOT DO THAT IF YOU HAVE TRASH PICKUP!!!!! It's very possible to get animal cruelty charges. Find another way to dispose of the carcass.
i'd suggest live traps. You'll go broke trying to cat proof your property!

An adult chicken will certainly see off a single adult cat. But a cat would win out with a juvenile point of lay. This is the main reason Bobcat is a housecat. Much as I love him, he was a hooligan. Most nights he would bring some poor animal or bird in for me to find when I got up.
I'd go with what others have said and get a live trap or two and dispose of them yourself. 8 acres is a large area to try and fence in and a Beagle can only patrol so much!

A friend of mine had a feral cat problem until a red fox wandered into the area. Don't know if the fox ate them or just scared them away. My friend doesn't care; the cats are gone.

Put your neighbor on notice that their cats are causing problems. Deal with them one on one. Follow up with a letter if necessary so you have it in writing. Then, if they don't deal with the cats, whatever you do is on them.

I had a neighbor that allowed their new dog to use my yard as a bathroom that I had to clean up. I walked over, sat down with him, and explained that I needed his help with a problem. I gave him a week then walked over, sat down with him, and explained from this point on I would deal with it and whatever happened to stray dogs in my yard was on the owner. He installed an underground fence that week-end and keeps the dog on a rope when it's outside. (shrug)
