Rick is entirely correct. The PDU is installed about a mile from the real operation to draw attention form the installation of the "good stuff".
In our area the range is usually a mile but in Navada it is limited only by the curvature of the earth. Thay are usually placed on the opposite side of the road from the actual installation so you will be thoroughly distracted and looking at the PDU as you fly by at 80mph rather than gazing at the other side of the road out to the horizon.
They often go unnoticed, even in heavily populated areas and are most effective as we grow older, due to longer attention span. We gaze at them for unlimited streches of time, to the point that entire shopping centers can be built without our notice. This is the reason one can often go down the road and spot a new building on their regular route that they never noticed before. This is followed by the phrase, "When the he!! did they build that?"
