In my mind, tinder is easily ignited by spark or small flame to produce a hotter flame. Like charcloth, cottonball+vaseline, shredded cedar bark, cattail down, alcohol swab, birch bark or even gunpowder.
Kindling (dry grass, small twigs, witches hair, fatwood...) is what takes the small flame and turns it into a sustainable fire, since tinder itself will not usually burn long.
Thats how I look at it in my mind, but there are those who would argue that charcloth is not tinder since it doesn't actually flame itself.
