I started out with a base. I used one (1) 8 ft. pine 2x4 and cut it into two foot lengths. I'm using scrap 3/4 inch red oak strips so the gap between the two cross members is 3/4 inch. I clamped a piece of oak in between them as I put it together.

I built the frame so I could take the upper and lower base apart. I figured it would be easier to haul in the truck and easier to carry 100 yards down range and set up. So the upper frame just sits in the lower base.

I made three frames but only one has pigeon holders. The holders are just made out of clothes hangers. They hold the pigeons in place by pressure only. There is a small ring around the pigeon that is the same size as a coat hanger and it fits perfectly. And..it's easy to adjust.
I purchased 3 2x4s for less than $8. I had the oak strips but you could easily use pine 1x2 strips. They are 5 1/2 feet high. You'd have less than $10 in the strips if you have to buy them. We have a recycle center in town so I borrowed some cardboard from them. I'll return it once I'm done with it. The pigeons were less than $8 for 90 at Wally World and the clothes hangers were free from the cleaners. So, all in all, I have probably $20 in three targets if you include something for the oak strips.
Finally, here's a shot of those cussed lanterns. The military must really NOT like service personnel to inflict them with these things. One works like a banchie, one works sorta okay and one works but I'm not sure why. It puts out enough light to know its burning.
