View Full Version : Unreasonable camping rules in state/nat'l parks

Have you seen any rules you think are unreasonable camping rules?
In Michigan you can't have an open fire unless it's in a park-made and park-approved fire pit. Even though you are surrounded by wet sand and nothing around you is flammable. The rangers generally will not tell you what an "open fire" is until they write you a ticket. Like, is my alcohol stove an "open fire"? Is my wood stove (tiny tin can) an "open fire"?
Are these rules preventing you from camping in these parks, so you just go into the wilderness instead?
Please list the state this is in and park name if you want.
I don't know if I find that is unreasonable or not. Some state/federal parks aren't staffed very well so they can't keep an eye on everything or everyone. Someone is bound to start a fire with a pile of leaves and a 3 foot pile of wood in August after no rain. Some people are just dumb. Other areas are just too difficult to get to. I know there is no open fires allowed at Isle Royal but it's an island so you'd be hard pressed to get equipment out there to fight the fire.
Many times those rules are initiated after some one did something really dumb. So the rest of us have to suffer. I do think, however, they should spell out what an open fire is, in your example, so you clearly know what the rules are.

I get a kick out of the long list of "Thou Shalt Not" and at the bottom of the big sign it always says enjoy, have a good time etc.

it was my understanding that a stove did not constitute an open fire

as a backwoodsman and hiker them rules seem unfair. But as a wildland firefighter i see it in a completely different light.

I've camped in state parks in most states (not Alaska yet). As I recall, I think that all (or maybe I assumed all) had a restriction about open fires being only in established fire rings. When hiking and camping on state or federal land, most had open fire restrictions once you got above the alpine line. While a nice warm fire would have been really nice when settling in at the edge of a glacier fed lake at about 9,000 feet --- getting fire fighting gear in there would not be an easy undertaking.

Yes, I can see how the rules prevent the average Bumbling Joe from starting the whole state on fire. I, however, am a lot more careful.
Did I mention the story how last year, I was camping with the Boy Scouts, and the troop next to us (we didn't know them) set up their fire ahead of time then left? About an hour later the whole mess (in the fire ring) burst into flames. A few of us went over and put it out, then told the other scout master right away when he got back.
The other scout master was really irresponsible for letting his boys do that in the first place. Did I mention there were lots of pine trees directly above the fire pit? Luckily, none caught fire.

Don't think I would have been as polite to the other scout master.
This fire rule is from the North Cascades National Park:
Campers can use pressurized-gas and liquid-fuel camp stoves and lanterns in designated campgrounds and picnic areas, and in wilderness areas. Wood or charcoal briquette fires are not allowed in any kind of fire pan or barbeque device.
There is currently a ban on open fires that allows campfires in designated campgrounds. This new order bans campfires in campgrounds. This ban does not include Bulrush, who is a lot more careful.

I agree. I'll throw two elements in here. It usually seems like the actions of one idiot effects everyone thus no open fires in Michigan State Parks.
Second, as Rick said, many state parks aren't well staffed. In Arkansas, we have about 25 Rangers (like me) with full, state-wide law enforcement authority over pretty much everything enforceable. They're the ones actually out patrolling, yet they get a lot of administrative responsibilities to tend to as well. For example, they might supervise the gift shop staff, their budget, and their inventory; the maintenance crew, marina staff, golf coruse or more. Rangers are usually employee safety officers and trainers, medical responders, firemen, alarm and lock/key gurus, errand boys, budget makers and justifiers, in-house auditors and investigators, asset managers, and many other things. I do all that and more. The park superintendents are required to attend the police academy also, however, they are park managers, and their day usually doesn't afford them the opportunity to meet many visitors and perform law enforcement although some do. This brings a total to around 90 commissioned officers, however, the vast majority simply don't have time to patrol around. Just FYI, the people we have who wear a similar uniform as Rangers and give tours are called "park interpreters." They educate the public about the park's resources. Generally, when the public finds out they're called interpreters they're asked "what other language do you speak?"
Additionally, parks are public land, and the idea is to provide everyone with the opportunity to enjoy them in a pristine environment. Granted, it may be unfair for you to light a fire, but, as bold as this may be, it's even more unfair for your actions to ruin the awe of a state park for everyone else.

The rangers generally will not tell you what an "open fire" is until they write you a ticket. Like, is my alcohol stove an "open fire"? Is my wood stove (tiny tin can) an "open fire"?
Then you aren't being persistent enough. If one ranger won't tell you, ask for his supervisor. Keep going until someone says "No, you persistent bastard, an open flame does NOT include your alcohol stove. Now go away." Make sure to write down his name. Hell, use a digital voice recorder for the conversation. That will help if one trys to give you a ticket. "Say, your bosses boss, Ranger Bobby, said I could do this. Here, listen...*click*". You may come off looking like an *** hole, but it's better than a ticket, right?
I'd imagine we have those kind of rules in Nat'l and state parks. Mostly I camp in nat'l and state forests - which have some campgrounds, but you are not required to camp there, and can build a fire wherever you like - unless there is a fire ban due to drought. Then you can't build a fire anywhere.
It has been kind of a problem (the camping) as we have some hobos who camp on one site in the BWCA all summer (law says you are supposed to move every two weeks) - then move out and camp in a Nat'l forest all winter and collect food stamps and public assistance. They leave a huge mess.
The other problem is people who camp and cook up meth. They leave hazardous waste, and are likely as not to shoot at you if you come up on them unaware. Probably the biggest reason I carry in the woods.

Thanks guys. Michigan state park rules are notoriously vague, and the rangers are frequently "under trained". They don't hand out rules on paper, because they can't afford it, and the 4 foot square signs cannot fit a lot of 6 inch high text on them. Getting contact with a ranger's supervisor used to be tricky before cell phones, but should be easier now. But I myself don't have a cell phone and parks typically do not have a phone you can use. Yes, the check in booth *might* have a phone but they won't let you use it unless it's an emergency.
If your campsite has a brown post with a number in it, that is the "luxury suite".

It's possible that they are under trained as with any other agency. Contact their department head (director) about the need for more training.
Take a picture of your stove, cell phone or other pic and show them before setting it up, personally I think its stupid, I have and always will dig my fire pit out and line it with rocks, fook'em. But never forget they don't know everyone who's a responsible person and who's a Johnny Butterbutt, soooo they do their best. It the azz hats that make us have to suffer.

One rule here that always irks me is that once you've paid admission (I have a National Park Pass, great investment), you have to go and get an additional permit to access primitive campsites. In some parks here you have to get a 'back country' permit as well, whether you are camping or just hiking. I understand the reasoning, just a pain to go through the process, again, and again, and again.
In some parks, I actually wish there were more rules applying to RV campers. I hate to paint with a broad brush, but RV people can be some of the most inconsiderate 'campers' in the world.

For the "primitive camping" or "back country camping" (which we also have here in MI) a permit is necessary in case the police are looking for a criminal in your area, there is a national or local emergency or weather-related condition. They just want to know where to find out just in case. Also, if they find some stranger camping in the woods they want to confirm you are not making meth or doing something else illegal.
A pain, I know, but the butt-heads make it hard for the rest of us.

I really liked the way the hiking areas in Washington State were managed. Each trail head had a sign in sheet - name, area hiking to, time in, planned departure. Pretty simple.
I had to sign in where I was going and when I planned on coming back on the canoe trip that me and the dog did, but they never charged me camping fees for the back country area. They charged me for a park pass and the first night when I slept in the park before embarking.
I think a lot of it is exactly what's been said here. The more experienced campers, hikers, etc have to tolerate extra regulations because of the foolishness of others, so oh well. As far as I'm concerned, I should be able to go into a park like that and launch my canoe on any damn lake system I want and just go, but the kid behind the desk at the ranger station doesn't know if I have 40 years of experience or 40 seconds, so he has to apply the rules. Same goes for campfires, I was lucky that they had iron firepits where I was going because open fires were prohibited. I'd thought about taking a stove and left it behind because of all the gear I was already portaging. (Would I have broken that rule? Well, if it was that or not be able to cook my food and brew my coffee, hell yes I would have)

Most places in Wyoming require a permit, although most are free the reason is if you are not back by the time you said you would be they have a rough idea were to look for you or your body.
also a note on the camp fire rule, also in Wyoming most nat forests you can have a fire as long as you follow leave no trace, there are certain rules about having a fire above 9500 ft though because of the slowness of decay of wood needed for the ecosystem to regenerate and they dont want you to burn up all the dead fall.

I have to admit, the Rangers I've encountered have all been great (Everglades National Park). I've seen their pay scales, one would only do that amount of work out of love for what they are doing ... it sure couldn't be for the paycheck. Most of them know me on sight, quite a few know me immediately over the phone ... especially since the snake incident ... err ... nevermind. I go to the station to get signed in and they let me know conditions, spottings, and possible locales for certain species right away. A great bunch of people who seem to love what they do. I always leave extra in the park donation box because of their dedication.

I'm sure that most park rangers throughout parks world wide are as you describe. It's unfortunate that the ones that get talked about most are the ones at the other end of the spectrum. People enjoying their jobs, enjoying the beauty and wonderment of the wilderness, helping others is not news. Azz hats (to quote Beo) unfortunately are. Same thing applies to law enforcement officers.

Perhaps it is also that Everglades National Park doesn't see the traffic that Yellowstone, Yosemite, and many of the other major national parks experience. For the unenlightened, the Everglades are ... boring. No pristine snow capped mountains, no beautiful meadows bedecked with Spring flowers, no merry babbling brooks. Flat, watery, bug-infested, alligator filled, venomous snake packed fun for all is the Everglades. Pretty much everything, including the plants, are designed to annoy or hurt you. It is something you have to have prior knowledge of to really appreciate all that's going on (a .25 inch change in elevation can mean a huge difference in what's happening). Also, the vultures will tear off parts of your car and flatten your tires while you're trekking. It is a park/area that you really have to want to be in. Many visitors leave disappointed because they never understood what it is that they were seeing. I love it.
The Everglades don't have the big lodges and amenities some other parks have. So, the Rangers don't really have to deal with those types of live-in visitors. No avalanches or mountain rescues. No flash flood problems. Just lightning and hurricanes ... those pretty much clean up unfortunate victims all on their own. Perhaps that is why the Rangers here seem to have a better overall outlook on their jobs. They aren't ground down by countless masses of people doing idiotic things on a routine basis. Plus, it is pretty funny to watch a bunch of vultures casually dismantle a car.
I feel about horse riders the way you feel about RVers. Not all are stupid, I know, but those that are sure make it a pain for the rest of us. They don't mind taking horses on hiking only trails and tear up the trail but leave stuff behind (yep, that's a pun). Not only horse poo but beer cans and cigarette packages. What's up with the litter? You have saddle bags you dope put it in there. And.....
Keep your da**ed horse on the horse path!
The dopes probably got dope in the saddle bags Rick. Smoking littering fools!!!
Off with their heads!!!! But I agree, a hiking path is for hiking not riding, and I agree on RV'ers, and I don't like ATV'ers, or 4x4'ers either it tears up the land. The good Lord gave ya feet, use them for something other than stinking up your shoes.

Now don't lump all of us together. I have never been on horse trails, hiking paths and I sure stay away from 4X4 roads, could get killed on those. I enjoy riding an ATV, mud pits, hill climbs with a bike even racing an ATV. Stuff a man my age shouldn't. We have our own trails and on a long ride we may have 20 or more couples on ATVs. Some Saturdays we ride 25 or so miles to an 85 acre area with outdoor and indoor facilities owned by one of the couples. All these are folks we go to church with. Nobody drinks, don't even smoke and the oldest man that rides is 80 and that ain't a typo. We have a cookout with great food, after eating we sit on the porch, in the yard and swap lies. The game warden, also a friend and fellow member of our church will stop by for lunch. I would bet we probably pick up more trash on our way in and out than the local garbage truck. We have to ride 4 or more miles of highway. We meet a few state troopers and county LEOs, wave and go on. It's illegal here to have an ATV on the highway but the speed limit is 35 and we hold it around there. Beautiful country and none of us could make it on foot.:) The roads weren't cut by ATVs they are made and maintained by a gas transmission company and we have keys to all their gates.:D

I don't like campfire bans but since most people make huge bonfires instead of a tiny cooking fire with twigs, I know there is good reason for it.
A long time ago, in Kluane National Park (Yukon) I met two guys from England who were asking me how I had managed to start my fire (no fire ban there). At first I thought they were hitting on me, but it turned out those poor sods had really never tried to make a fire in their lives! They had taken a couple of the half split logs supplied at the camp site and held matches to them and couldn't figure out why they wouldn't light.
So all in all, I think it's good there's rules and rangers to enforce them in the parks. A lot of people go there who don't have much or any backpacking experience.
Trying to fire up petrified wood is the pits. Do you have any idea how many matches you can go through trying to light one of those things?

Ranger here!! I would have to say that most Rangers have a healthy outlook on life. We, compared to the interpretive staff who look like us but aren't Rangers, have a realistic outlook on life. We're called upon to participate in an extremely wide array of worksite tasks from law enforcement to accounting. Most Rangers don't get the call volume that urban police officers (I was one of those too) get so I've met very few who are disgruntled. Why would we be upset? We get free houses, free vehicles, free guns, and the opportunity to live and work in the best places in the country. Perhaps someone has met a new "rookie" who didn't quite know the regulations as well as he should, or perhaps the Ranger in question about the campfire simply chose to enforce a rule that isn't often enforced. There exists a myriad of reasons why the customer service experienced may have been lacking. Contact his supervisor with the issue. I would have to say that you can't place the blame on training as a whole. We in Arkansas are some of the best and most often trained officers in the state. We spend six days a year (2, 3 day events in Spring and Fall) shooting and going over legal updates and self-defense tactics after attending the same academy that every other officer in the state attends. On top of that we're trained in structural and wildland firefighting, emergency medicine, search and rescue, swiftwater rescue, high/low angle rescue, and I could keep going on. What I do hate is the outlook that most people have regarding Rangers consisting of "hey, wave at the dopey guy in the smokey hat." I really hate that. Parks generally like their officers to be more approachable and friendly so that people won't be scared away from the parks. We do like earning revenue, but we don't mind writing you a ticket if you deserve one. We're public relations officers too, and it's extremely hard to balance PR and law enforcement. The Ranger term is used entirely so that the public isn't intimated. This is the reason there isn't but one agency I can think of called the "Park Police."

Well, I've read this whole thread. I'm now stepping up on the soap box.
I've got several observations and please don't take this personally, but you all give examples of the following.
1) Apparently 'dumbing down' to the lowest common demoninator has FINALLY WORKED. If you can't control your fire, you should be required to pay for the damage. Which leads to my second point.
2) As noted above, it's called 'personal responsibility'. If you DON'T KNOW HOW TO MAKE AND TEND A FIRE, then learn. Preferably from someone who knows what they are doing. Obviously that doesn't include some scout masters or their assistants. Or perhaps DON'T HAVE A FIRE if you don't know how to start or tend it.
3) OMG, you are going to 'get a ticket' if you light a fire? Grow a pair. I mean really, you need someone's permission to light and properly tend a fire? What has this country come to? Where you have to get permission for an activity that is old as man itself.
4) If you or any other person comes across a meth operation in our national parks, I PROMISE THEY WILL SHOOT YOU AS AN INTRUDER, whether you 'come up on them when they are not aware of you' or you come up on them and they are aware of your presence. THEY ARE IN THE FORREST FOR A REASON. So they can 'do their business' without interference from bozo's like you. A meth lab has a very bad smell. If you ever smell it, avoid the area completely. It could save your life.
FINALLY, more than 96% of ALL FORREST FIRES are started by one of two methods. The first one is the most prevalent. That would be lightening strikes. The second one is by arson. That means of all the forrest fires, less than four percent were caused by other methods, including out of control fires of campers.
And on this note, if the environmentalist whackos would not have stopped the forrest service from doing 'controlled burns' there wouldn't be enough fuel on the ground for a forrest fire to actually take hold.
Please enjoy our national forrests as much as you can. Because they have ALL been designated 'biospheres' by the United Nations. One day soon, they will be 'off limits' to all of us bad people. We 'interfere' with the wildlife.
OK, stepping off the soap box for a while. Sorry if I stepped on any toes.

The only thing I'd take exception to is Item #3. If you are on State or Federal land and there is a fire ban then you risk more than a ticket should you elect to have a fire. But then, it's your money.

Rick,
That's why it's #3. #1 and #2 actually address your question. Please note that even in #3 I specifically state 'light and PROPERLY TEND a fire'...
Here in Colorado we had a Forrest Ranger who actually SET a fire so SHE could put it out, looking like a hero. The only problem was, the wind picked up and it got WAY out of hand really quickly. Several thousand acres burned. Not much damage other than to National forest land. I don't even think any structures were involved. About the only problem was the overall cost to contain and eventually control the fire.
I think she'll be out of the Federal Pen sometime in about 2025. Maybe the forrest will have regrown itself by then. This was about five or six years ago.
So yeah, if you can't control a fire, dont' start one. If you DO start a fire and it DOES get out of control, YOU should be held legally responsible for ALL the damage it does. Even if that means years in the Federal pen AND many millions of dollars in fines that you will never be able to work off. Like I said, personal responsibility. None of this 'I didn't know' stuff...

Just curious as to the source of your facts? Fire statistics from Kentucky (http://www.forestry.ky.gov/programs/firemanage/Fire+Statistics.htm) and Virginia (http://www.dof.virginia.gov/fire/fire-causes.shtml) don't come close to your 96% mark. Lightning, which you cite as "most prevalent" is the cause of 1% to 3% in those two states. National statistics (http://www.nifc.gov/fire_info/lightning_human_fires.html) for 2007 show 12,261 lightning initiated fires over the states represented vs. 73,446 for human caused fires. This is approximately 1 in 6 fires caused by lightning in the areas listed. Lightning is nowhere near the top cause for fires in wildlands.
Sorry but I didn't read it that way. I could have fantastic fire building and tending skills and still have to get permission in some situations or get a ticket if I built a fire in violation of a fire ban.
