I don't think you nor the goober over at the daily sheeple understand how solicitations work. First, bravo to TSA for storing the ammo in a safe manner. I'd sure hate for them to store it open in some warehouse where a fire or other accident could take out an industrial complex, sub-division or airport.

If you read the documents you'd find this purchase takes place over a 5 year period. When issuing a solicitation you always set ceilings on cost and duration to protect yourself. They have done just that. In addition, you set them far enough in the future and the dollar amount high to give you working room. That doesn't mean you will spend the amount, in this case $950m. It simply means that's the ceiling over a 5 year period that the contract will allow. Anything above that is born by the supplier. Again, pretty smart on their part since that's business 101.

The problem is not that the government is going nuts over these purchases. The problem is folks don't understand how the procurement process works and they have forgotten or ignore the massive reorganization that has occurred under HSA.

What do I think? This is a non-event.

Hate to disappoint you, tripper, but this box is way too small to hold 3,452,500 rounds of ammo, unless, MAYBE, you flip it on it's back and fill it with tightly packed loose rounds. Think of how much room you'd need to store 3,452½ 1,000 round cases of ammo.....

You do know that it's pretty condescending to say, "I am sure everything will be rainbows and roses.........if we just pretend everything is wonderful'. You asked a question and I gave you an answer. If you want to believe it's for rapid deployment that's fine but you'd be one of the first ones to jump on the band wagon if there were an explosion in a warehouse that resulted in deaths. And how on earth would they use rapid deployment when storage is only in six locations in the US? Florida must be pretty scary because they have two places of storage there.

No, a Knapp tool box won't work. If you actually read the documents you'd see there are specific requirements that must be adhered to. Like Type III ATF aluminum. Grounding rods, cables and brackets. If your Knapp Tool Box gets the proverbial EMP you are worried about then there just might be a smoking hole left where you lived. I doubt your Knapp tool box has electrical installed where these will. Again, reading the documents tells the tale.

The government can not budget beyond the current fiscal year. Neither can business. You can only project a need. They could just as easily have placed the dollar amount at $100M. Then 2 years down the road something changes requiring more units. They can't just up the amount. They have to go through the entire solicitation process again. From a tax payer point of view there might be an argument to be made that the process should begin over but the reality is the same company would probably be awarded the new contract at a higher rate. And if you are the one managing the solicitation process and you are handling about 500 a week or whatever the number is then you don't want to have to deal with any more than you have to. Instead, you set the dollar amount high, that goes into your annualized outlook and then you simply order whatever you need until you fill the required number of units or you reach the dollar amount.

I'm not saying that's a good process or bad, just how it works. It's the same in business too.

They are probably looking at several thousand of the units although no number, minimum or maximum, is spelled out. If you look at the FBO only 1 unit has been ordered for each of the six sites listed. That's probably being paid out of the 2014 budget, which has not yet been approved.

And let's remember that yesterday the individual agencies ordered their own ammo. Today, they belong under the DHS umbrella so DHS now orders the ammo. As you might expect, the orders are much higher numbers when you see it as a single solicitation rather than 12 or 15 across individual agencies. You also have to remember that there are new agencies created under DHS like FPS that never existed before. So that's additional ammo that's required.

Most of the storage is done in vaults, magazine boxes as described above and specially designed buildings. Most are designed and built by a company called ARMAG Corporation.

As to the EMP, in theory, any metallic box is a Faraday cage. However, unless it's grounded you have no assurance that an EMP or lightening strike or any other electrical discharge won't damage the contents. In the case of ammunition, black powder or other ordinance that could be a real problem. The ideal is to have the unit grounded. Then the electrical charge travels over the outside of the box and is routed to earth ground.
