SEC. 5210. ESTABLISHING A READY RESERVE CORPS.
Section 203 of the Public Health Service Act (42 U.S.C. 204) is amended to read as follows:
SEC. 203. COMMISSIONED CORPS AND READY RESERVE CORPS.
(a) ESTABLISHMENT
(1) IN GENERAL.here shall be in the Service a commissioned Regular Corps and a Ready Reserve Corps for service in time of national emergency.
(2) REQUIREMENT.All commissioned officers shall be citizens of the United States and shall be appointed without regard to the civil-service laws and compensated without regard to the Classification Act 2 of 1923, as amended.
(3) APPOINTMENT.Commissioned officers of the Ready Reserve Corps shall be appointed by the President and commissioned officers of the Regular Corps shall be appointed by the President with the advice and consent of the Senate.
(4) ACTIVE DUTY.Commissioned officers of the Ready Reserve Corps shall at all times be subject to call to active duty by the Surgeon General, including active duty for the purpose of training.
(5) WARRANT OFFICERS.Warrant officers may be appointed to the Service for the purpose of providing support to the health and delivery systems maintained by the Service and any warrant officer appointed to the Service shall be considered for purposes of this Act and title 37, United States Code, to be a commissioned officer within the Commissioned Corps of the Service.
(b) ASSIMILATING RESERVE CORP OFFICERS INTO THE REGULAR CORPS.Effective on the date of enactment of the Affordable Health Choices Act, all individuals classified as officers in the Reserve Corps under this section (as such section existed on the day before the date of enactment of such Act) and serving on active duty shall be deemed to be commissioned officers of the Regular Corps.
[Note here that those personally appointed by BO -- without advice and consent of the Senate -- automatically become a part of the Regular Corps. Ed.]
(c) PURPOSE AND USE OF READY RESERVE.
(1) PURPOSE.The purpose of the Ready Reserve Corps is to fulfill the need to have additional Commissioned Corps personnel available on short notice (similar to the uniformed services reserve program) to assist regular Commissioned Corps personnel to meet both routine public health and emergency response missions.
(2) USES.The Ready Reserve Corps shall
(A) participate in routine training to meet the general and specific needs of the Commissioned Corps;
(B) be available and ready for involuntary calls to active duty during national emergencies and public health crises, similar to the uniformed service reserve personnel;
(C) be available for backfilling critical positions left vacant during deployment of active duty Commissioned Corps members, as well as for deployment to respond to public health emergencies, both foreign and domestic; and
(D) be available for service assignment in isolated, hardship, and medically underserved communities (as defined in section 399SS) to improve access to health services.
(d) FUNDING.For the purpose of carrying out the duties and responsibilities of the Commissioned Corps under this section, there are authorized to be appropriated such sums as may be necessary to the Office of the Surgeon General for each of fiscal years 2010 through 2014. Funds appropriated under this subsection shall be used for recruitment and training of Commissioned Corps Officers.

Tempest in a teapot. The Ready Reserve Corps has been on the books since 1944. It was "re-invented" by Lyndon Johnson in 1964 by Executive Order. If you read the actual order you'll see all they are doing is modifying it again. They changed the funding so it comes through the Health Reform bill. They only allocated $12.5 million. That's a pretty small army by anyone's standards. It's actually just me and one other deaf guy.

Rick, that is what I was thinking. It is an absolute waste of 12.5 million. But it does make for an exciting "conspiracy" frenzy. Just "google" Sec. 5210. Establishing a Ready Reserve Corps and you would think the proverbial chicken is falling from the sky. Before anyone goes and jumps off a roof, or runs into the woods with your hair on fire, research it and you will see it is more of the same old thing.

None that I know of. The Ready Reserve is part of the three reserve programs. Ready Reserve, Selected Reserve and Inactive National Guard. It's been around a long time. My brother got tapped for the Selected Reserve in '71 I think. He did his two years, was out about 6 months and got called to the Selected Reserve. He was P@#$@#.

So this IS the same thing, huh? I though it looked familiar but couldn't for the life of me remember the name of it. Why hide funding of it a healthcare bill then? We don't really NEED it, especially in this terrible economy. Why aren't more people up in arms over this blatant game of politics that's being played? This last election gave me the impression that we were all sick of it. It just looks like too many have basically thrown their arms up with a "that's just the way it is" mentality about it. Lord, if this type of thing was hidden in a bill that the last administration pushed through it would be all over the news.

Every bill that gets voted on has multiple line items embedded that have nothing to do with the bill. We used to call it Pork Barrel Politics. Now we call it entitlements. Either way, I call it unnecessary and a good reason we need a line item veto.

It sets a precedence though. While 12.5 million is low by comparison, it will be on the list of programs that need funding and by next year and the following it will be much larger.
In this market 12.5 or ANY kind of unnecessary spending adds up. While this is low by comparison you add it to the massive amount of other unnecessary programs or "pet projects" that are getting funding and you have one very expensive situation.

Just let me sit down with the Federal budget and a red pen. I'd have it balanced within a week. I might need the witness protection program after that, but I'd have it balanced and have a healthy pay down schedule for the national debt.
Why would a President need to establish a private army when he's commander in chief of the public one? True 67% of military officers are Republicans but he is at the top of the chain of command...for now. Mac

I'm a Tea Party member and protest whenever I can in regard to the out of control spending. Other than that I write my congressmen and women and teach the "blind" what they've been missing. Sadly, there are far too many who don't even know what's going on. Is it the majority? Nah, but there are a LOT that don't care until it directly hurts them, but by then it's far too late.
So, I'm not really sure if that was meant as a sarcastic, 'who are you to talk' type of question, but there ya go.

For me personally, the most effective way to deal with it is in a voting booth. I've observed that everything else serves to let out some steam without much effect.
That's what happened in the last election and most likely it will happen in the next.

You're right, the only REAL place you can make a difference is at the voting booth. The problems is getting people there, and making sure that they know the facts to make an educated vote. It's not an easy task. All year you educate and create the desire to vote, so on voting day they are more likely to come. I also volunteer locally to drive voters that can't get there on their own. There are a LOT of elderly or disabled that want to vote, but don't because they think they can't get there and have no other option.
If you don't agree with my views, I don't care...all I care about is that you know what's going on and you vote intelligently on the issues. I honestly didn't see that happen last election. :(

It's intelligent when we agree with the outcome and dumb when we disagree.
However, I wasn't making a value judgment one way or the other just commenting that it takes serious discontent to motivate people to get out en masse and vote for a change.

I don't agree with that. Intelligence doesn't have to agree with an opinion to be intelligent. An intelligent decision can come from either side, as long as the person making it has taken the time to educate themselves in the subject. If you vote for the other guy simply because you like his nationality, simple party affiliation, or because "he's not Bush" instead of actually looking into what this guy will bring to the table, it's not an "intelligent decision". FYI, these are not unrealistic references, as MANY have come out saying that they do indeed fall into those categories regarding this past presidential vote. Some in an "in your face" way, others in an "if I only knew" way.
I think we HAVE that discontent, in fact history has shown when one side takes office they also take the majority until the next race, when the other side takes it back. The only thing we NEED at this point is to keep the "fire" burning so that people don't forget what they're feeling today and can vote accordingly on the 2nd. ;)

The voting booth isn't the only place you can help. You can also help by supporting political candidates that you agree with in getting elected. I did that in the last congressional election and "My side" got trounced even though he was clearly a much better candidate than the dude that won. This time it did not help, but once people see what an abysmally poor job Junior is doing, a door may open.
We got saddled with the "honorable" Duncan D. Hunter Jr." and I am convinced the only reason he won was due to the fact he has his dad's exact name and he served in congress for 21 years. Basically Daddy and the RNC gave junior the job... And he has proven himself to be a parrot without an original thought.
His claim to fame other than Daddy was he was in the reserves and got sent to Iraq for 1 tour.
His opponent ran all the seal teams in Iraq and Afghanistan for 4 years and had done 20 years as an officer and was a very moderate democrat.
What's my point? Congressmen don't get there by the election process, they get there by the money machine, and all we can do to counteract that is to help the challengers any way they can as incumbents have more money than God...
You can volunteer, donate or run for political office. Activism takes a lot of avenues.

If it is legit, why did they need to hide this in a healthcare bill, anyway? What I find interesting is how they relate it to a national emergency. See the quotes below (my emphasis in bold:)

Do people realize that the US is still under a Obama declared National Emergency? He declared it last fall, saying that Swine Flu was a national emergency. It was never lifted.
So, technically, any day, he can use his executive order and demand that anyone be in his private army, and he can do it ''without regard to the civil-service laws and compensated without regard to the Classification Act of 1923''

Okay...but now we have the US military, the US reserves, the selective service and now this. See how that works? ;) Not remotely necessary, creates yet another draw on our taxes that we don't need, develops a precedence for future budget increases, and was brought about in a very shady way.
Nothing about this is "okay" IMO.
Actually, it's "now this". It's been around since 1944.
Nothing particularly shady about it. It's the way business is conducted in Congress. You take a bill that the other guys don't like and attach an entitlement to it the other guys DO like. They can't vote down what they don't like without voting down what they do like. So they vote for it. Make sense? That's how it's always worked. Ever since Hector was a pup.

You're missing my point. It hasn't been funded like that or at all. It doesn't matter if it was never dismantled, it's the funding that hasn't been there. Now it is. It IS shady when it's added to something like a million page healthcare bill, Rick. To look at it as "well that's just the way it is" is accepting the way those thieves do "business" and that's not acceptable IMO. That's where I think you and I differ greatly.
It has been funded all along. This just changed how it was funded and how much was funded. The funding was changed in 1952, 56, 58, 1973 and in 2001. Bush was the last President to amend it.
I didn't say I agree with the way entitlements are handled. In fact, I said earlier in this thread that the way they are handled is justification for a line item veto. I was just explaining that's how it's done and why it's done that way. If you noticed, student loans were attached to the reconciliation act for the very same reason along with several other entitlements.
