Picture this scenario:
You live in a small informally established community of 1,000 residents - say 250 families. There is no local or higher level of government. There are no effective courts, police, or governing bodies. People are free to practice their religions, or not, as they choose. Most residents simply try to work together and cooperate with each other for the common good.
By all relevant standards, you are the most successful and powerful resident of the community. You are probably the most influential member of the community. You help others to whatever degree possible, but there are many who are jealous of your standing and a few who hate you for everything you are and have.
One of the things you have is a private and secured weapons arsenal that is far more powerful than anyone else has. You own the only firearms in the community.
One of your biggest detractors is a guy named "Jasper." Jasper is the "head" of a few families who practice a religion that teaches hatred of all "non-believers." Jasper has made it well known that he hates you and that his religion demands that you be put to death. He has repeatedly stated that he will eliminate you and your family if he ever gains the ability to do so. However, since he has never had the means to cause your death, you have never taken action against him in order to maintain your "moral standing" in the community.
Just yesterday, you learned that Jasper has been constructing a powerful firearm capable of killing you from a great distance. You investigated, and discovered that production of the weapon and required ammuniton is almost complete. You are aware that plans are in the works to kill you, but you have no specifics as of yet.
Jasper doesn't pose an IMMEDIATE threat to you today. His gun isn't quite ready yet - maybe next week, but not today.
There is nobody else and no established body that will protect you from Jasper.
So what do you do? Do you kill Jasper NOW? Do you wait until his weapon if finished and tested? Or do you wait until he starts shooting at you to take action?
Now, let's say that you are the United States. Let's say that Jasper's followers include, among others, Iran and Al-Qaeda in Yemen. Their infidel "allies" include countries such as North Korea.
Iran - a rogue nation that refers to you as the "Great Satan" and is on the verge of developing a nuclear weapon and a delivery system. Iran - a chief state sponsor or terrorism that would conceivably provide such a weapon to a terrorist organization that could transport that weapon to the United States aboard a ship and then detonate it in the harbor of a major U.S. city.
You know the threat is real. You know that it can happen soon.
Will you eliminate the threat BEFORE it occurs, or will you wait to react to the consequences when it finally happens?
Just my opinion here. Some of Jaspers buddies have already acted. So you go after them. We keep up the pressure on Al-Qaeda where ever we find them. That's kind of a no brainer in my book. They've declared war, they've attacked and continue to attack. That leaves us very little choice in the matter.
The other goobers present a much different problem. A preemptive strike is an escalation that eliminates the use of any lesser method of defense such as negotiations and/or sanctions. Once you attack you eliminate all those lesser possibilities. And where do you stop? Iran, okay. N. Korea, okay. China? Russia? And what about all the other countries that don't have a capability but still are intent on doing you harm like Somalia?
If attacked, defend. But I don't think we want to be the aggressor. That just makes more enemies.
Okay. But if you KNOW that an attack is coming in a way you may not be able to predict or defend against, and if you KNOW that tens or hundreds of thousands or more may die in this attack, how do you defend against it if not with a preemptive strike? Isn't the VERY REAL THREAT aggression in itself?

Just as I believe Israel will do, I would eliminate the threat. Sure, I'll be scorned and ridiculed and the target of much criticism, but that's what I'd do. Elimination of that threat may take different forms. Destroy the weapon and put the threat at bay for a period of time. If that fails, eliminate Jasper.
The two most significant lessons I learned from Operation Desert Storm are:
1. You can inflict incredible damage on an enemy when you use advanced weapons from a distance; and
2. You should ignore shifting world opinion and finish the job you started out to do.
We went through two decades + called the Cold War with the "real" threat hanging over us. The Cuban Missile Crises is a very good example of how diplomacy (or chest pounding, whichever) can achieve the desired results without loss of life.
If you know that jasper will attach (which I believe he will) why wait? Under the circumstances it would be better to ask for forgiveness than permission.
How does all of that make us any different than "them"?

Agreed. However, there is a difference. The Soviets and their allies were hostile but generally sane and rational. Their goals were primarily political and economic. They cared about THIS world and not the after-life. I don't recall too many Russian suicide bombers...........
The terrorists we have to deal with today are religious fanatics who are motivated by entirely different factors. Their goals are not political and economic. Instead, their goals are dictated by twisted religious fanaticism. They view this world as a means to scoring virgins in Heaven. They are NOT rational people, and I believe that they are far more dangerous simply because of their indoctrination and radical religous beliefs.
Sane by who's standards? There's an awful lot of subjectivity here. Stalin wasn't exactly working with a level bubble.
Who's to say the next target isn't Indiana? The only thing that makes me think it isn't would be the distance involved and the engineering to get from point A to point B. I would probably have to think the same thing if I lived in NYC or Seattle. I think there's a huge difference between Iran/Korea and the turbine boys.
And riddle me this. Let's suppose we launched an attack against a foreign country based on intelligence that they had the capability to injure us only to find out later that they didn't. Sort of like Iraq. Were we justified in being in Iraq looking back on the whole WMD thingy? Is being evil worthy of being invaded? If so, what about Pol Pot or Tito or Mao, for that matter.

There are plans to locate one of these LNG facilities about 6/10ths. of a mile from my (soon to be sold) home in Massachusetts. The difference is, this facility would be larger than the one in Boston. In fact, it would be the largest one in the world. I wonder if they plan to have deliveries arrive on ships from Yemen............
The world seems to have gotten a bit smaller and transportation a lot easier since WWII, both for shoe bombers and nuclear weapons. Thing is, shoe bombers can kill hundreds. Nukes can kill millions.
A few years back, there was a big to-do at a power plant less than a half mile from my home. A foreign coal ship had docked hours before, and divers were observed entering the water from that ship. Diving equipment was found on the shoreline a few hours later. What were those divers doing? Who were they? Drug dealers? Terrorists? Man, was THAT little incident hushed up.........
Just add it to the thousands of tanker trunks, thousands of rail cars, thousands of miles of pipelines, hundreds for tank farms, etc. etc. The truth is the majority of us live around some volatile and vulnerable facility that has little security and could easily be attacked if someone wanted to. So, yeah. Even if I lived in Boston. What other high explosives are sitting in that harbor right now?

But let's say that you know a guy who hates you for no good reason. You've encountered him several times in the past, and he's threatened you and come close to violence but has never really crossed the line. So one night, you encounter him on a dark street and he tells you that, since there are no witnesses around, he's gonna' shoot you then and there. He puts his hand in his pocket. Let's say it's too dark for him to see that you already have your gun out. What are you gonna' do when he starts to remove his hand from his pocket?

I'm with Rick on all points.
For what it's worth, we exist in a community of nations, not in a vacuum.
Nations of allies that can be very useful when engaged properly--definitely not with "you're either with us or against us" approach.
(Tends to discourage dialogue and it ticks people off)
And just like it's against the law to act preemptively when feeling threatened (woman fearing abusive ex, for example) it's also against international law (for anyone who cares) to do the same.
If you don't like the law, change it. But as long as it's there, you should adhere to it or stop having double standards. JMO

No deep thinking for me. I eliminate the threat immediately. I would not wait for anything, only opportunity. Waiting is downright dumb and I have no moral objection to killing a rabid animal or human that may threaten me. I still retain enough knowledge and know I have and can sleep well at night. More ways to take out a threat without someone pointing a finger at me than a direct assault.

That's true. However, I'm at a loss to remember a single instance when INTERNATIONAL LAW has ever prevented an attack on Americans - here or abroad. I'm not talking about those caught beforehand - I'm talking about the deterent effect of the law itself.
In fact, laws generally come into play AFTER the fact. I'm pretty sure that the fact that Khalid Sheikh Mohammed and his fellowal Qaeda operatives will soon be put on trial doesn't make up for the loss suffered by the families of every single 9-11 victim.
Laws don't prevent atrocities or crimes. Laws merely punish those who commit them - unless they're on a suicide mission themselves.
Ask the families of the thousands of people killed in domestic violence incidents each year a question. Ask them just how effective the restraining orders that were obtained by their deceased relatives beforehand proved to be.

I believe I would get a consenus of the other neighbors. We are after all a community and if "Jasper" "wacked" me, do my neighbors feel they would be in danger? I would take into account any past acts of violence by "Jasper". If the consensus of the majority of the neighborhood is that he poses a threat to the community then I / we would take immediate action to first terminate his ability to visit violence on anyone. If he resists with violence then appropriate force would be used to terminate the threat he poses. If the community (majority) does not support this course of action, then I would reserve the right to act unilateraly and if possible with the assistance of the "yea voters". And of course the "nay voters" would know that any acts of help that I previously provided have come to an end. Those that support my efforts to protect myself and family would still recieve any aid that I have been providing.
As a nation, our first responsibility is to protect OUR peopleand way of life. THat is just a fact of life, it is not always pretty.

I think you're mixing a lot of scenarios together.

Al-Qaeda has already tossed the first stone. We're at war. But we have a rather large arsenal that doesn't require a full scale invasion. We still haven't learned that you can not defeat an enemy when they fight a guerrilla war and we don't. I'm not a warrior but I can read history books. The British were never successful at it, the Russians couldn't do it and we haven't pulled it off either...anywhere.
You don't go around creating aggression where none currently exists. If you do, people start calling you Jasper and they want to preemptively stop your violence.

The first thing I would do is ask why do they hate us so much? I would talk to my neighbors and see if they have similar problems. Then I'd try to work it out. Then I'd try to join with others to work it out. Then, if I knew it couldn't be worked out and others agreed with me I'd eliminate the threat as it's obvious that the threat can't be persuaded by any other means.
i do often wonder why there is so much turmoil in my neighbor's backyard and why my neighbor is blaming me for it. Maybe the guy that used to live in my house or another neighbor did something to offend them and now they are relating me to that guy or my neighbor just because I live in the same house or share the same values as my "other" neighbor.
The thing many people don't understand is nobody ever hates you for no reason. Everybody's hate is based on a reason they feel is just.
Another thing is, if I eliminate the bad neighbor who's to say another neighbor or group of neighbors won't be offended by that? Maybe this other group of neighbors is just playing me into a trap. Maybe their intentions are far worse but less vocal. Using one neighbor to eliminate another until there's only one good neighbor left and a bunch of angry neighbors.
Now, If I were wealthy and helpful to a great many neighbors, but my realtions with those neighbors kept me from being helpful to this neighbor in question I could see why that bad neighbor would be upset. Especially if I deliberately kept other much needed help from getting to that neighbor and many of his good neighbors died because of it.
In other words, if one of that "bad" neighbors bad neighbors asked me to help them be bad to that neighbor who before I had no bad relations with and I agreed in order to stay on good terms with that neighbor I could see how that would make him a bad neighbor. Especially since he never was a bad neighbor to me until I helped his bad neighbor be bad to him.
I don't know if that makes sense, but it's kinda the situation we're in.

So, are we bad neighbors or good neighbors? If we're good neighbors then maybe we better start acting like it. Especially when so many of our good neighbors are dying trying to keep the neighborhood good.

This falls somewhere between " Clear and Present Danger" and "Sudden Death". Some things are better dealt with before too much "Reason" gets involved. If we try to "Reason" with it Jasper wins.
