lanyard a "squeeze to open" case to your belt, above the pocket in which you carry the case. The plugs can be in your ears faster than anyone can reliably speedload a revolver (from ccw). Having them inserted will double your effective range with a handgun. If you can make it to cover, you can have the plugs in your ears. Sometimes, you get a bit of warning that you are entering (or suddenly ARE in) a high risk environment. If such is your case, put in your plugs. For knowledgable punks, that MIGHT be enough to tell them that you have a gun and that they should vacate that area immediately. Doing so is not "brandishing a weapon". :-)
Other noises can make you wish for earplugs, and they are so low cost, lw and compact as to make it stupid to not carry the earplugs if you ccw a pistol.
