How about making your own? I posted how sometime back. Anyway take your handle material, dowel, stick, whatever and drive a case hardened square cut nail into it. Shape it slowly on a grinder, keeping it cool. You can make any shaped carving knife, chisel, gouge just anything your heart desires. Very hard and holds a great edge. The cost for a complete set would be about $2.

I usually buy from woodcraft. They have a good selection of tools from 2mm carving gouges and v gouges on up to socket slicks used in timber framing. The price is competitive. Keep in mind low price and quality in the steel don't often match. I have purchased inexpensive carving tools from Harbor Freight and couldn't keep an edge on the tools. I spent more time sharpening then carving. I had to re harden the cutting edge and ruined a few to find the correct hardness. I seldom use them. The ones I purchased from Woodcraft are still in use after many years.
