Smokeless - I don't know how to make them but I do know at least three separate cultures made them. The Romans, The Hawaiians and the Mori people of New Zealand. The Mori called them Kahu huruhuru. Don't know if that helps or not.
I would think, just a guess now mind you, that any liner that would be strong enough to hold the weight of the feathers without stretching could be used. Then sew the feathers in using whatever pattern/coloration you want starting at the bottom and working your way up. Once that's done you could then line it with whatever material you choose.

I would suggest chicken feathers. Besides the ease of collecting them in different colors you can get the wife to set up a roadside stand and sell eggs.
