I would think that if you had fire starters, hand warmers, granola bars, blanket, candles, water cup, warm socks, warm clothes, and things that obviously would be used for survival, most cops would surely identify that.
But yeah, rope, duct tape, plastic sheeting, bleach, and a big knife probably doesn't look good......LOL We probably need to try harder to make our kits look more like something that is used for survival!
