This is why I live in an unincorporated community, no police, nothing, no laws other than county or state, takes twenty minutes at the minimum for the police, or rather a deputy sherriff to show up. I'll be long gone before they get here, and I'll pass em on the highway and they'll never know I went past. Theres half a dozen ways out of my area if I need to leave.
Sure hope you don't need 911 for illness. Twenty minutes out is a two edged sword.
