This is actually pretty old news. DHS has been doing this for a couple of years. Here's an earlier thread on it.

Anyway. Per the OP. I go about my business. I pay with cash, buy things in small amounts, and I am selective on my friends and who/what I share info on. Keep yer head low, but on a swivel.

Another good reason not to be in NY? This behavior would never fly in these parts. Especially with the LDS folks.
New York must have extra money.
They are paying people to report folks for "offenses" against their sensitivities that have no legal consequence. Are they going to arrest people for having too much food, too many blankets, or more than one pair of boots?
What laws are being broken?
If a family has Mom, Dad and 6 kids, buying stock for the government recommended 72 hour emergency kit might seem like stocking up for a revolution! That same purchase would stock me up for 24 days and I would probably gain weight!
It is not unusual for me to stand in the grocery line and watch moms run through with $250-$300 in assorted groceries just to supply the average family for a week. That same $300, well spent in the same grocery store, would equip me for 6-12 months and no one would lift an eyebrow.
I think it is all just conditioning the public to turning on their neighbors for anything and everything and justifying it with a cash reward, just as was done in the old Soviet Union.

This may be just another one of those viral myths.
BUT
It does reinforce my "no entry onto New York" policy.
Some places I will not set foot into, and I am sure they do not want me there, so we are all happy.

It's really too bad. A lot of upstate NY is really beautiful country. That part of the state should secede. Become New New York or something.
Besides, those of us in New England need a land bridge to get out into the rest of the country. We are cut off by NY.
