I've been working on making a knife out of a file. It's starting to look nice but I can't stop it from rusting. Whats the best thing to use?

A quick and easy solution is to give it a patina. Wrap it in a vinegar soaked rag for about half an hour. It will give it a dark rustic look.

To remove any rust, I use steel wool and oil. After a patina is added to the blade, I'd put another coating of oil on it just in case.
By the way, can you post an introduction so we can get to know you better? Thanks!

Wipe it down with oil (I prefer mineral oil or some kind of cooking oil like olive oil), or vaseline and then wipe it off. Do not store it in a sheath. Some leathers, depending on how they were treated will react with the steel.
To remove the rust - if it's just a light surface rust, use 0000 or 000 steel wool.

I couldn't keep my Enzo Trapper from rusting so I forced a patina. I like it so far.
