With $10 mil, it would be a matter of where to buy the land as to the building, I would go with a Monolithic Dome (earth bermed), a large cistern system and in ground green houses. The Mustang Ranch is no more, it was run into the ground by our govmint! How you mismanage a whore house, and the most famous one at that is beyond me. However just down the road is the Mustang Range (gun range)!
