Not till a couple of years ago....
Our big cities around here, the favorite robbery is car-jacking...
See? Right there is the problem. "There were no reports of weapons used in the attack." I'll bet if someone had pulled a .45 and lit up a few of those "kids" things would have settled down real quick.
"Here, sir, take this."
"That's not my watch."
"I know. It's mine. I just don't want you to shoot me."
It's Oakland. No guns there. And the guy with the 45 in your scenario would have been arrested for endangering the other passengers and sued for mental duress, etc.
And that, kind sir, is why I don't live in California.

This is kinda deja moo for me....or I remember all this bull sheet. In Guatemala, I read the papers of how the bus drivers were killed and the people robbed. Sad. In Nicaragua hardly ever since some of the bus drivers have guns....don't know why or how.
One time when my wife was robbed with many others and the man with the big knife left the bus, a mayan man shouted " What men have cajones here, he is one and we are many"......they caught him and beat the crap out of him real real bad.
My point is that this appears to be very similar to the bus robberies that occurs south of the border. And despite what you may hear in the news.....I think the general consensus from most in the spanish community is.....kill them all.
This is why you should always be armed. If you are prohibited from carrying.....find another means of transportation.
Hmmm a new thing, not really. Just dead beat kids with no father's. California thing... No not really.... happens New York city too. Possibly a Chicago or Detroit thing... yea. Solution would be
