Perhaps a coat made of frog skins would be nice too!
Smokeless - I don't know how to make them but I do know at least three separate cultures made them. The Romans, The Hawaiians and the Mori people of New Zealand. The Mori called them Kahu huruhuru. Don't know if that helps or not.
I would think, just a guess now mind you, that any liner that would be strong enough to hold the weight of the feathers without stretching could be used. Then sew the feathers in using whatever pattern/coloration you want starting at the bottom and working your way up. Once that's done you could then line it with whatever material you choose.
EDIT:
Found it for you!!

Go to the middle picture. It tells how it's made, what it's made of and what pattern was used.
EDIT:
An original layout showing how the feathers are hand tied.

Hey, Billy'bob come see the size a this crow I got yesterday, man the thing must got 250 manybe 275, I am going to get ole Leroy to mount it.
Gee, Clyde looks a'bit like ole Smokeless.
Or......
"Mooooom! Dad's up in the tree with his cloak again."
"Just throw some bread on the ground, dear. He'll come down to get it."
(digging through bread wrapper) "None of the other dads sit in trees with a bird suit on."
"I know dear."
I would suggest chicken feathers. Besides the ease of collecting them in different colors you can get the wife to set up a roadside stand and sell eggs.
Nasty!!
All those little creepy crawlys that birds carry, mites, chiggers, lice, yuk.
We'll just call ya, Birdman.
I can see it now, you will be walking through the woods and somebody will take a picture. The headlines will read:
BIGFOOT BIRD SPOTTED IN CONN., MOUNTAINS.
Crow cloaks - ha! Ole WV Coot knows whats what.
