All pictures are of the same plant. My best guess is the Scotch Broom? (Cytisus scoparius)... I am on the Northern California Coast, ( Fort Bragg area)

Wrong flowers and seed pods for Scotchbroom. Let me look.

EDIT: You've got me. I've checked a number of my resources and don't show it either.

Would need to see leaves and whether they alternate on the plant or are all basal.
I've already learned on the WSF that it's very difficult to ID plants online.

Even the 4 petal flower has me buffaloed. The pics aren't that good but I can't find a 4 petal on a stem like that with toothed leaves.

Four petals and a pod usually means a mustard family. Usually. Not always.

It does except minus the pod. I am completely stumped.

I would say it is almost definately in the mustard (brassicacaea) family. If the flower has 4 long, and two short stamens, and the seedpods are in a spiralling raceme, I would say it is a mustard for sure. The beaked seedpods would also indicate the same. The leaf shape definately reminds me of wild radish. Check the flowers and get a better pic of the top and bottom if you can.
