Can photos be added to a PM? I've tried several methods, and have failed.

Yes they can. The same rules apply with a picture in a PM as a picture in a post. For thumbnails (attachments) you may need to re-size the picture (600 X 480 I think), or if using a service like Photobucket or Image Shack just copy and paste the IMG code.
